You can just throw the dog treats away if your inventory gets full. But once I am more financially secure - and have the buildings set up - I will work with HMs. In fact, I try to avoid those vial collecting missions or purging missions precisely for the same reason - waste of inventory slots. An inventory slot is so precious that I just cannot give it up when I am struggling to make ends meet. I know that the HM is a pretty useful character now, but taking up an extra inventory slot for Dog Treats is actually what makes me want to avoid him - at least in the early going. I just use him for bleed/stun/guard, though, if I bring one.
